A number of charities were created for the benefit of residents of the Ancient Parish of Sellack by bequests of varying dates going back to 1606. These were consolidated into two, the United Ecclesiastical Charities and the United Charities for the Poor, by a scheme prepared by the Charity Commissioners dated 20th November 1923. At a meeting of Sellack Parochial Church Council held on 27th January 2009 it was agreed to wind-up the Sellack United Ecclesiastical Charities as it had been in-operative for many years and transfer the assets to Sellack United Charities for the Poor.
The 1923 Trust Deed provides the legal guidance to Trustees on how they should discharge their responsibilities. The charity has an ex-officio trustee, the Vicar of St Tysilio’s Church, Sellack, and has three representative trustees nominated by the Sellack Parish Council (but not all councillors). Trustees are appointed for four years but are eligible for re-appointment.
The income of the charity is applied as follows with amendments to the 1923 Trust Deed added in 2022 for subscriptions or donations for educational or any other benefits for organisations and individuals within Sellack Parish at the discretion of the Trustees:
I. (a) Subscriptions or donations in aid of the funds of any Provident Club or Society established in or near Sellack for the supply of coal, clothing or other necessities.
(b) Subscriptions or donations in aid of the funds of any organisation established in or near Sellack for the benefit of the residents and visitors to the Parish.
II. (a) Clothes, boots, Linen, Bedding, Fuel, Tools, Medical or other aid in sickness, food or other articles in kind.
(b) Temporary assistance in money or loans in case of sickness, special distress or unexpected loss or supply of domestic articles or food.
(c) Subscriptions or donations in money, by way of loan or otherwise, to individual residents of the Ancient Parish of Sellack for educational or other benefit as judged by the Trustees to be in keeping with the charitable purposes of the charity.
Provided that the said income shall in no case be applied in aid of any rates for the relief of the poor or other purposes, or so that any individual or organisation may become entitled to a periodical or recurrent benefit there from.
Since 2007, the charity has donated £18,000 to various organisations and individuals within Sellack Parish.
The charity has one current account at Lloyds Bank and investments through M&G and CCLA. The financial year end is 31st October and the Annual General Meeting is usually held in December.
The Charity will soon register with HMRC to accept donations and legacies through Gift Aid.
The current Trustees are Rev. Crispin Pemberton (Chairman), Mr Nicholas Washington, Dr. Sarah Aitken and Mr Michael Bourne.
